To exempt new members under 40 years of age from per capita dues and the per capita levy for the district fund for an entire fiscal year

To require that clubs pay per capita dues for a minimum of ten members

To request the RI Board to consider revising the Manual of Procedure and proposing legislation to the next Council on Legislation to simplify the constitutional documents and revise the Council on Legislation process
